I'm not a PvPer just yet, but is the general consensus for SL 120 duels hitting NG+ and just hangin' out?

Well, the DLC is changing the Meta, with the 51-100 arena. While 120 is still the reg, 99/100 is going to be the new agreed upon level. So try making a 99/100 build and learning to fast/midroll.
