Both of them are nearly the same in terms of damage. Use this site http://mugenmonkey.com/darksouls/ to calculate the precise AR of each depending on your specific build.

devine against heavy armored opponents and occult against light armor opponents but the diffference is so minimal that it doesnt reallyh matter, i always end up going with occult because it sounds cool.

i alays assumed Divine, i could be wrong but i think Divine is a little more Magic heavy on the split damage making it slightly better, plus it works best in Catacombs.
some people say Occult boosts damage against humans, so if you invade use occult, never heard if that was true or a rumor

The Dark Hand does more Damage than the Drake Sword to a Human .
Both have 200 AR and the DH has some Occult Damage ,
I dont know the exact numbers but i know the DH did more .
I could be wrong though
