I've been using Greatbows almost since release and shieldpoking has always been a hassle for me. I tried using Force to get past them, but the short range and time involved in swapping weapons made it not very good. It's much faster to just cancel the bow draw with a roar, which is what inspired this build. Actually I made a build similar to this back in 1.05, which is how I found out about the dragon bow backstab.
Fire Tempest after a BS is not something I don't always go for. It's sort of dependent on position. If they land in a corner (I PvP mostly in the Burg) then I'll go for it, since I can cast it where they'll have a tough time getting out of it, and I'm too far away for them to hit me without risking getting hit by Tempest. What it's also nice for is if you trade a bow shot with some guy's attack. You can shoot them, swap out, and almost entirely cancel the hitstun, giving yourself plenty of time to cast. And of course as you mentioned, canceled BS's.
And this build isn't all that aggressive. What I most like about Greatbow builds is their ability to just sit in place and turn enemy aggression to their advantage. I really like that hyper-turtle'ish playstyle. The only time I get aggressive is if some guy just sits in place with his shield up and dodges my poison knives, in which case I'll kinda inch my way forward, then when I'm close enough I'll try to cross-up roar into a BS or something.
Also you can cancel bow draw with Silver Pendant, which I find really useful for fending off dark magic.
Something that gave this build a bit of trouble that I didn't anticipate was thorn armor. I've kinda worked my way around it, but it's pretty troublesome.
