Ash Lake is below everything. The broken archtree we see in Ash Lake supported a large section of Izalith. Go look in ToG.

Iazlith is on the same level as ash lake (well, the part you walk on at least)
BoC room is even lower than that, it's lower than teh surface of water, the pit below it (the emptiness you fall into when you screw up) is the lowest part of the game
Of course, it might be different in lore, but Izalith being that low sounds right, maybe not all the "floor" of the world is a lake, maybe some places aren't flooded (not with water at least)

Ash Lake is one of the battle grounds of the War against the dragons the ash come from the witches of Izarlith using their fire on the dragons thus scorching everything reducing the area into a desolate wasteland so more than likely it is a form of Dragon

I just double-checked in the map explorer. The Bed of Chaos "sits" at the same latitude as Ash Lake, maybe a bit higher, but that's significantly lower than the rest of Izalith. If the broken archtree wasn't broken, it would be the right height, the right level, and the right location to support a section of Izalith. And considering the strong hints in the Tomb of Giants and throughout Izalith, I'm pretty convinced.
