Blaine, I think really you're generalising too much, and expecting too much of the game's population. "Skilled players with a lapse in judgement"... You're implying it's not lawful to do so, or that it is somehow incorrect to do so.
Also, I've met guys who I've summoned for bosses who are skilled, but try and hang around to gank. It's just a fact that most obviously do it for fun and we just ridicule them for not playing how we want. Just like some prefer to have 1v1, they prefer to gank, it's not due to a lack of skill I am almost certain of it.
Just saying, there's noone here who actually ganks a lot, so frankly we pass judgement too quickly on these players by sitting on a rather high horse, it's the same as when I see people complain that they don't abide by unwritten rules, it's kinda nonsensical.
I'm providing a different perspective here, food for thought I hope.
