Depends on what kind of character you are going to play and the weapons you want to use.

Well, i want to use the dragon sword, be fast at fighting ect, strong, and be able to equip heasvy armouir ect

The Dragon Greatsword? It has high damage but if you want something that swings fast it's probably not the best weapon to use. Its swing is extremely slow.
Are you going for a pure melee character?
One that uses melee and miracles?
Or sorcery and melee?
If you really want to use that sword you obviously need to get to 50 strength, it takes a lot of stamina to swing so increase your endurance, I'd say to at least 30, 40 being the maximum. Not sure if you want to be able to use miracles, that could be the deciding between raising your vitality(HP) more or less. Also if you plan on using bows you could raise your dexterity to 20 to be able to use the Dragonslayer Bow.

the best stats at best level is simple
99 of every stat at lvl 1 would be the best you can have.

So if i set all to 99, that would be ok, it would not prevent anything later on?Sounds like i have a lot of work ahead of me

Look, it depends what kind of character you're going for, since you seem to be a new player, I'd recommend going for either a dex or str build with pyromancy backup, since then you have plenty of levels after you're done with combat stats to go into endurance for better armour and Vit for more health.

I don't know serious - as a first time player I'd say try the knight and then maybe the cleric. Both way of the white to decrease invaders. Knight has good starting equipment and you get to build on endurance to increase stamina etc. albeit he is a little slow running to start

hes already started game lol, just wants to know decent end game stats which is easier if he just focuses on his one combat stat and health hehe

If you want to have an easier time in the early part of the game, play as a sorcerer. Work on getting your Int and Att up a bit first. 3 or 4 slots for spells will do you for a while. Buy soul arrows for the regular enemies, and try to save 8000 souls for the Great Heavy Soul Arrow. Save it for using on bosses. If you discover that you really like the melee, it's not hard to morph into a battlemage at higher levels by adding strength and dex for more weapon choice. Or, if you like the casting, run Int all the way up to 50.
Don't let anyone tell you mages are no good for PvP either. An enchanted +5 weapon will deal some serious damage, and some of those spells are great for throwing enemies off balance. If you want a good enchanted weapon, try the Estoc. It doesn't deal as much damage as some, but you can strike without lowering your shield, and it's hard to parry because of the quick attack. You won't win all the battles, but you'll definitely let them know they've been in a fight.

In all seriousness - endurance is going to dictate the amount of combos you can do and strength for most armour and weapons, with dex next. I'd say play your first toon and have fun! Make mistakes, try all the weapons you come across and decide on stats to your next toon. I think the dragon sword from the ash lake needs 55 str? It's going to be a while to level up to there and with 30 end you get 2 swings I think?
