Yes. The more you give the Dragon Scales to the Stone Dragon in the covenant, the more damage you can do with the breath.Confirmed by me, as I have noticed its advancement in damage after giving away scales to the Stone Dragon.

Ya, I use it for my special set for certain enemies that are weak against fire (infested barbarians is one of them). I usually use it with the full Dragon Body. When you use the roar, it increases damage you do in most aspects... but I have not tried with the roar and breath combo. I use just claws and a buckler.
