Unfortunately not everyone is as good at writing or coming up with concepts. In order to help those people out I've made this thread where you can ask for help making a character, and those guys who have experience in doing do (Me, Viral, Fed etc) can help you out.
Now the hardest part of making a character can be starting. So when people have asked me in the past for help I've thrown a bunch of questions at them to kick start their brain. I finally got around to compiling an official list of these questions and writing an example for each for anyone to look over and use to help them start. The first spoiler contains all the questions on their own to make it easy to use. The second spoiler contains example answers as well as questions.

Who are they?
Oscar II, leader of the Noble Knights
What do they look like?
Strong features, based on the Astoran Noble Face. Bald with black hair, blue eyes.
Where are they from?
Astora
What gear do they use?
EK set with SKSword and Crest shield or Ornstein’s set and DSS.
Why are they in Lordran? What are their goals?
To cleanse it of corruption. He wants to eliminate the corrupted lords.
How do they plan on achieving their goals?
By leading his knights against their protectors and slaying them all.
What will they do if they complete their goals?
He will recolonise Lordran with humans and make it a proud land once again.
How did they get to Lordran?
He led a large fleet there with all his knights.
How long have they been there?
A little under a year.
Why are they working with their organisation?
He created it to make Lordran safe again.
How did they become part of said organisation?
He journeyed around the civilised world petitioning knights from each country to join his crusade.
How long have they been with them?
Since the beginning.
Who are their friends? Their lovers?
He is friends with many of the knights from Astora that he fought with before he founded the NK. He is also good friends with his Regimental Commanders, and many of the knights who joined him from other countries, especially his dragonslayers. He has no lovers currently.
What sort of relationship do they have with other cov members?
He is good friends with many, and is respected by most of those he does not know. A few knights bear ill will towards him from his previous wars, such as the Astoran raid on the Carim labs, but even these knights fight for his cause. However despite his efforts many of the ordinary soldiers under him dislike him as a stereotypical noble whose just out for fame and glory.
Who did they learn from?
He learnt his skills as a knight from his father, Oscar. He learnt his skill with a spear from countless hours of researching Ornstein and time spent training with other astoran knights who use spears primarily.
Do they have magic? How do they use it?
He commands lightning miracles and force miracles. He uses the lightning for dealing with ranged foes and the force magic for up close attacks where his spear is unwieldy or he needs room to move.
What is their personality?
He is a man devoted to his goal. Due to his upper class upbringing he does share some stereotypical traits of a noble, however his training as a knight has helped him lose some of them. He respects strength of arms over magic and despises politicking. He is not quick to anger but when angered he is a pillar of righteous fury, determined to bring justice down on those who wronged him. He is very respectful and honourable, never resorting to tactics he considers cheap.
