Anybody know any good ways to counter a good spear user (I.E. one that will only swing if hes outside of parry range) in some way besides a roll bs? please reply and thanks for you time

As a spear user myself, I don't think there's really a GOOD way to counter it, but what I find the most annoying is people with <25% movement rolling sideways all the time.

A bow and arrow, crossbows, spells, weapons with thrusting running attacks, and weapons with quick rolling attacks.
The bows, xbows, and spells can outreach spears of course. Weapons with thrusting running attacks like katanas can be very useful to trade damage when they try to poke. Weapons with quick rolling attacks can let you roll through their poke and then hit them when they try to roll away.
There are also techniques like rolling into a parry or sprinting towards them while blocking.

Everything this guy said + turtling. By using a shield and spear/rapier you counter their poking while closing in blocking.

Best way to counter spears would be ranged combat (magic or bows).
If you don't have magic in use, get yourself a curved sword (it would be probably good idea to 2H it) and just run up to them and pressure them like hell (I would recommend the PGS for extra pressure from bleed and decent dmg) don't let them get the upper hand.
If the spear user is intelligent enough to use Leo ring you are pretty much screwed with this tactic though.
If they turtle just backstab them, no need to give mercy to such cowards.
Luckily most spear users are bad players and they trust too much on the power of the spear, if it happens to be a really good player with a spear though there is very little hope left for you if you yourself are not using a spear.

-you can sprint to them with your shield up and unlock to manually dodge left and right, the trackings bad.
-you can sprint at them and try to poise stab them.
-you can insta dash r1 them with a dead angling weapon, just break lock with your finger if the weapon requires it.
-you can pull out the ethernet cable.
-you can use a bow.
-you can pull back and poise tank an r1 or catch them in a roll to cast wotg/force/dragon roar and either bs them in stun or kick them as they standup.
-you can ask an 8ball what to do.
-you can rollstab.
-you can pressure them into a corner and catch them in a roll past you.
-you can force them into a roll and hit them with spells or your bow.
-you can throw the 8ball at them.
-you can hyper armor an r1 with backstep if your poise is 0 and dash r1 them.
-you can block cancel and immediatley sprint to catch them with a bs out of their roll.
-you can cast pursuers or homing crystal soulmass to cause an opening for attack.
-you can use a spear and play better than them with it.
-you can use fire surge to create openings or keep them defensive.
-you can use twop.
-you can cast a high damage and fast casting projectile when they go for an r1. dark bead or maybe even css.
-you can launch an unlocked emit force/fireball/mlgs r2 at them to create an opening.

I find it best to use spear VS spear and see who's the better man.
If that's not possible, you have to use your head and surroundings to make them do a mistake that you can punish. Good way is to use Halberd and try to guard/poise break them when they poke.

The only thing not mentioned is Karmic justice which against an R1 spammer can be quite useful, just sit back with a 95% physical block shield.
However a really good spear user will virtually always win in a 1v1 situation as there is little you can do, Especially if the use the dark wood grain ring.

Using something to force a dodge and blasting them with wog (though db and gc could work) as they exit the roll, fleeing to setup and ambush and just using a spear of my own are my tactics.
