I honestly don't know. Maybe it's connection problems, because I get constant summons at the Township from sl55 to sl120.

Hmm... Seems weird I've never had a single connection problem, aside from people trying to invade me with crappy connections then messing up my game cuz the bonfire won't spark back up and i get an infinite fog gate. But with artorias, nothing.. Hell, my SL30 gets invasions like they're candy at a gradeschool party.

Reconsider where you're putting the Summon Signs? Best place for action I found was just past the gates of Sen's Fortress. People LOVE getting help through there due to the lack of a midway bonfire.
Also, maybe some people just don't want to summon a basic melee dude? Or a cosplayer? Could be some weird notion people have of them. I tend to avoid naked summons due to their really annoying behaviour.

i dont even summon anyone in a full "set" armor. especially if its heavy armor. unless its tarkus.

Not really , we actually played very little tonight , Mr.Tart needed to rest and i have an exam tomorrow. We pretty much killed Sanctuary Guardian and Artorias on both worlds. The only outstanding part i can think of is that i have improved ALOT when it comes to dodging hits
