I know he drops it when hollowed and wiki says it is confirmed as of 1.5 he'll drop it regardless. It's only his normal one that you have to hollow him I believe.

When he goes hollow in Duke's, kill him and you'll get the TCC along with the White Dragon's Breath spell. Then go back to the room he was in before going hollow and you'll get his catalyst and equipment from a chest.

if you kill him after freeing him(when hes in the library) you get his hat and the tcc.nce he goes hollow and you kill him you get his hat and tcc but you can go back where he used to be in the library where there is a chest now, open it and you get the rest of his robes and his catalyst.

So if you kill him in Duke's, before he goes hollow, you can still get the hat and TCC, but not Logan's Catalyst, WDB, and the rest of his gear?
