should test it out, the composite uses both str/dex while the short is mostly dex, can test it out to see which would end up doing more damage
should be known that the shortbow will most likely have a longer range than the composite
EDIT: looking at darksoulstats, composite more or less beats out the short bow for damage so long as you are in optimal ranges, the short bow will still have more range though. at least the draw speed is more or less the same, quick

you dont need to have them both at +15 if both are +14 it is still a reliable test. just need to make sure they are both upgraded equally.

I'd recommend the Composite bow for PvP and Pharis's Bow for PvE. You don't really need to spend a slab on either one, but go ahead if you really want to!
