Always go with the +15 even if it's C scaling and you got 40 of whatever stat you need, because of the split dmg.

Yeah, elementals were not meant to make standard upgrades obsolete. Normal Upgrades are designed to outdamage elementals (Along with being buffable) if you invest stats into it. Elementals are only for good damage with minimal stat investment. Low SL or VIT builds, you go elemental. High level with stat investments you go +15.

Use elementals only if you want to make super vitality build (considering it's max lvl 120).

Then, which level will I reach during one gameplay (only PvE) through campain? I haven't played yet - waiting for PC version - but I am making preparations and planning build a bit.

It wildly depends on your level of skill and playstyle and how much you like to grind...I'd say anything from lvl 40-100.
