Then it must be bugged. Both i and all of my friends who have successfully gotten the achievement did not get it by having all items but a couple, which were on another character.

The question was about the rare weapon achievement though. Not the sorceries, pyromancies or miracles.

Well, I got the achievement the other day and for me it was all on one toon. I had all the weapons with my main except the cursed greatsword and the moonlight butterfly spear. At the same time I did have these two weapons on one of my alt toons. As soon as I crafted the second one on my main the achievement popped. So it appears that it is indeed required on one toon for the weapons. I posted this result due to the mini-debate above in case someone in the future reads this and has doubts. Thanks guys for the responses.
