why are there snake people at sen's fortress?

Its been bugging me for awhile, they seem kinda random to me. Was wondering if there was any lore on it.

They seem to work for Seath, kidnapping people from Sen's to be used as subjects in his experiments.

Serpents are called "imperfect dragons," which would point to the serpent people being derived from dragons (this is not a new statement, I'm aware). But, they could have been experiments of Seath themselves, the product of the experimentation on other victims of kidnappings. Seath is fond of experimentation, and these serpent people seem to be the result of one of his many cruel and unusual experiments.
I base this on the finding of serpent people in the Duke's Archives as well. They could be one of the many sub-species created by Seath, made to be guards and "fearsome" jail keepers.
This is just what I feel.

By the way in regards to experiments...
The serpents may be made by Seath, covered in scales. Seath is scaleless. He is looking for immortality. The everlasting dragons had scales made of stone. The Serpent People have scales of a similar make to stone. Try striking a male one, then try striking a Stone Knight.
Then you can begin to speculate.

They wield Flamberge's, spit acid, and shoot lightning. They also don't have as much poise as the males.

Seath having something to do with it would make sense in a way. He wants to give himself scales, but of course he doesn't try it out on himself right away: he uses human guinea pigs. And thus the lizardmen were born.
However it doesn't answer everything. Like why do those mages have 4 arms? Seems too drastic to be just another a side effect.
It's mentioned somewhere that Sen's fortress (who the hell is Sen anyways?) is a proving ground, simply intended to keep unworthy people away from Anor Londo. Maybe the gods just created them purposely to make it more difficult.

If the gods created the snake men/women, it is quite possible that when the gods left Anor Londo, that Seath simply commadeered them and put them to work for his own purposes.

Didn't seath help the gods at first, or at least pretended to. I think that if he made them he gave some of them to the gods so that they could guard sen's fortress.
Or if the gods made the snake people they gave a few to seath because they thought he was an ally.
Or If seath made them he may have put them there because he knew the gods built sen's fortress inorder to test the chosen undead, but Seath didn't want the chosen undead to succeed because he knew that if the chosen undead did make it past sen's fortress that the chosen undead would eventually come after Seath's bequeathed lord soul shard. So seath put the serpent people there in order to stop the chosen undead from making it to Anor Londo and getting the lord's vessel.

I deem this a very possible explanation, because once Seath acquires the scales of immortality, it doesn't matter anymore to him if the chosen undead prolongs the age of fire or not. Therefor stopping the chosen undead is in his best interest, even before he went crazy.

If we presume that the only way to get to Anor Londo, and by extension the Archives, is through Sen's Fortress, it would makes sense for Seath not to want people having too easy a time of it. The guy has two Armoured Tusks guarding the front entrance, he clearly does not want visitors!
Edit: I hate to think that the only way to AL is via the Bat Demon. It doesn't seem to be in there for any other reason than as a nod to Demon's Souls. If it were a dedicated NPC, I could accept it, but hm...

It's an animation reuse, also there are large doorways into Anor Londo. One is behind the Iron Golem, it has been blocked up with bricks though. Probably an idea of theirs, a lower Anor Londo that got canceled early in development. Reason stands there would be more gate ways, or at least that the way from Sens to Anor was intended to be that gateway.

I'm guessing that the Man-serpents are there because Seath, as theri creator, put them there. They act as prison guards in the Archives, and Sens Fortress is supposed to be a proving ground built by the gods. While Seath was still their ally, I'm sure he happily provided some of his serpentine experiments as guards.
