If I join the PotD, increase the power of Torso and Head, and then I leave the Covenant, I would keep all the improvements to Torso and Head ?

I don't think so. I think it's like the Lightning Spear miracle tree, you need to stay in the covenant to keep the benefits.

I thought only the head's fire breath attack gets a boost. Torso gets something as well?

But I was refering to the range of the roar on different levels of the Covenant.

Only the the damage boost you get from the roar and the damage of your firebreath is decreased.
I've never noticed any difference in the range of the roar though.

The damage boost from the roar is 25% at rank 0, 27.5% at rank 1, 30% at rank 2 and 35% at rank 3. IIRC this was tested a long time ago though, so maybe it should be tested again soon.

I've read it's only 25% on all Covenant levels, even if you leave. 10% damage boost could be handy, but it's, thankfully, less than I expected it to be.

I have two different Dragon cov characters. One is rank three, and the other is whatever rank you get the torso. The range of the roar is noticeable on one of these. The rank three Dragon is almost overpowered. I believe I get a 35% damage boost. I've often wondered if I lose the extra range and the extra boost, but I'm not about to leave the covenant to find out. It cost me 80 scales to get there. That's one bit of farming I never want to do again. 20% drop is brutal.
