The Arena in the DLC? You can also host the township at that level, but you'll get a lot of douchy invaders there. Don't expect duels at that level, you should roll a SL 100ish build if you want constant RSS dueling in hotspots.

I can't find anyone in the arena, unfortunately. I'm on NG whatever and I haven't got back to the Kiln, which is where I used to host and duel. Such good times...

You should be able to host at any PvP hotspot at that level, as Darkwraiths invade up. The RSS also goes up, so you might duel lower level RSS phantoms. In terms of people your own level, it's not likely.
