When starting a new game, after the player has created a character, a intro movie will play explaining the current blight of the undead. this movie will always explain who have the fragments of the lord soul, and the dragons were defeated with the help of Seath's betrayal.
All the while this is narrated by a cold female voice, as well as the lines of dialogue "Yes indeed, the darksign brands the undead. and in this land, the undead are corralled and lead to the north. Where they are locked away, to await the end of the world. this is your fate." and "Only, in the ancient legends it is stated, that one day a undead shall be chosen, to leave the undead asylum, in pilgrimage, to the land of the ancient lords.
The voice is never heard again in the game. there are no NPC's with the narrator's voice.
In the credits the voice is labeled as "Narrator" thats it, voiced by Pik Sen Lim, who is an actress.
Upon investigation of who Pik Sen Lim was I have found out she is a Chinese-british actor. I have tried comparing her to the so called Velka in the Dark souls 2 trailer, but her being Chinese made it impossible to match them up. While there is not much too go on that the narrator in the intro is Velka, I always found it strange that fromsoft went out of there way to get a defined, and maybe expensive actress... just to do a few lines for the game, why not get a someone who is much more practical? or why not a man? why would they choose someone who has a cold, hard voice that in my opinion... perfectly suits velka?
