You need to get it twice. Meaning you'll have to be in NG+.
In your first run talk to Miss Q, kill bed of chaos, talk to her again to get fire tempest. Beat Gwyn, then in NG+ repeat the process until you have two Fire Tempests. With two attunement slots, you'll be able to get two then and double your amount of casts. The same is for nearly every spell in game.
Certain spells can be attained more than once in a single run such as heal.
Others can only be gotten once ever, such as Darkmoon blade.

I tried to do that...and i can't attune any spell twice, even though i have 2 copies (dark sorceries)

Besides, where does my post say "pursuers"? i have all the dark sorceries, except pursuers
I tried attuning other sorceries as well, and they are simply greyed out, even though when i browse my spell list i see two or 3 copies
