Isn't it said at some point in the game that Rhea isn't all that well liked in Thorolund and that's why she was sent on her mission? Like she's kind of a screw up, at least in the eyes of a specific superior (I can't remember his name but I believe it is mentioned). If that is the case wouldn't it be entirely possible that Petrus is actually there as kind of an overseer? It would all make perfect sense. Consider that he's there in the early part of the game, before she and the two other clerics are, then after they leave together Petrus bounces at the first sign of trouble, as though he wasn't there to help out at all, only to observe how Rhea functions in the field. Then once she does screw up, and royally I might add, he becomes justified in killing her, which arguably could have been the purpose of his mission from the beginning. It would also make sense for an organization like the Thorolund priesthood to try seem innocent of acts such as those to the outside observer. Petrus just can't help liking his job, hence his happy little comments after the fact. The man likes his job.
