Painted World is good at SL 80 for Darkmoons. Also the 4 Lords areas are good too.

For Darkmoons is 10% + 10 your SL and all lower SLs. I had invaded guys with SL 3, while I'm SL 80. So you'll get up to SL 98 and mostly SL 60 guys.
