I'm pretty sure all it does is show you the hidden messages. Could be wrong, but that's my understanding of it.

It makes all messages written by all people in the area appear to you. It also makes Oscar's secret messages appear.

Is there a posting somewhere of Oscar's messages? I don't think I've ever tried to find them. I'd be interested in checking that out.
