*BIG FAT EDIT* What the hell, I just rolled through the gargoyles in ++ in about 2 minutes and took no damage. Why were they so hard in NG+???
The first thing you notice after playing a NG is everything hit a lot harder.
There after it levels out after the NG+ So I guess to some it feels easier then NG+ because of this.

Joking a side though it is a challenge fighting the game up to Anor Londo at a low SL,but doable.

In all the time I have played this game I have never specifically made a mage build.
Although your idea feels like a challenge.
I tried doing the SL12 run just to give me that.
We all know after a while this game can be very very easy,but if you lower your limitations down (your SL) the game feels fresh again like it did the first time.
I may try your idea one day?I`ll be sure to let you know if I survive the run

I am thinking of boosting up my gear on this SL12 dude,I have a Longsword lighting+2 weapon now.
I went to all the areas and got the embers like Flame (did not get chaos as my health was to low)
Got the large ember and the divine ember and the occult ember.
I may just use him to help people out in the Parish,and use it as a anti griever toon.
Last night I helped someone who summond me,then he kicked me just after I killed someone with my lighting Longsword.
I message him asking why?.
He replayed because I do not like BB `ers.
I said I had not BB`ed and that I had indeed been to Anor Londo on this level.
If he believes me or not I don`t know,sad that people are going to think this of me though when I help them?.
Back to what I was saying though I may try the SL 1 run,but I gave up on the 4kings with this SL 12 build so I can only Imagen what craziness its going to be like at SL1
