Hearing this ominous singing voice in the Tower of Latria. It's kinda weirding me out. What gives with that?

Thanks... I guess. Really not my favorite place in the game though. The enemies aren't bad, but the noises, ugh, the noises, really not welcoming at all.

Definitely. To me, the Tower of Latria is a perfect example of something in which DS excels so, so impressively: atmosphere. Corrupted, bleak, oppressive, melancholy - whatever you want to call it (in my opinion, it's all of those things and more), From Software created an amazing world in the form of Boletaria. A hell of an achievement by them, especially given the intentional lack of focus on narrative in the game.
Anyway, the singing: yeah, between that, the moans of the prisoners and the chiming bells of the Mind Flayers, the Tower of Latria features great and immersive audio, especially if you play at night in the dark with the volume up at a good level.

Dear god, Latria scares me ****. It and the shrine of storms are the greatest part of demon's souls. Seriously they're my favorite levels.

Well, for those wondering, it's mystery solved for me. It's a merchant, who used to be a royal's wife who is the singer.
She really didn't have anything that I really needed.
