I noticed that when Griggs first talks to you about learning from him, he says it will require materials to learn. Nothing about paying. So what if when you learn a spell you arent paying the other person for it, you are sacrificing souls to learn it from them? But when you find a spell normally, either on a dead body or a chest, you don't need to make a copy of it for yourself, so you dont need to pay the cost. Spells earnt from covennats are paid for with your devotion to the covenant, instead of souls.

Re: Souls and Magic
So with devotion it would be the covenant leader supplying the materials/souls for the spell to be made? I'm going to have to check his dialogue again. Good stuff.
