You can get summons for any SL so long as there's someone around that's a similar SL. I'm pretty sure it's the same, if not very similar, system as Dark. Meaning somewhere near 10 SLs of you. I'd offer help but my builds are all much higher level.
And I'm not saying the Maneaters are impossible solo, but of all the boss fights its clearly the one meant to be tackled with a buddy. My opinion of is why not do just that? It's not like summoning is cheating.

Wade, the problem is the wya demons is structured and also there are less players.
demons you dont have to do things at a certain level, and can pick and mix whre you go an what you do at what level mostly.

You can arrow one of the Maneaters to death before you go through the fog. Stand to the right of the fog gate and shoot from there. Takes a few arrows, can't remember how many, it's a long time since I played but it means there's one less Maneater to knock you off the bridge.
