The arena in the DLC has 50(?)-100 and 101-200 fights.
People would rather not be 120 and fight people 80 levels above.

Nah, it's a challenge getting builds below 100.
I've been remaking a few for awhile, it isn't that bad redoing them.

Yea i know it isnt really "hard" to do but it is time consuming. And I've played through the game so many times that it would be nice to go straight to the PvP sometimes. But thats ok i guess. Ill just have to put in more time to do it.

I hear on PC, its way less likely to find people around 99, and 120 is still king, dunno myself though.
