So if I am mildly rping the darkmoon knight would you suggest getting the armor set and using SLB and working on the DMB miracle in NG+ or get my build setup before going into NG+?

Get SLB in your first NG and DMB in NG+. Then you'll be able to stay in the cov and not have to start a NG++

You can be in any playthrough to pvp. It depends on your soul level unless you are summoning an invader from a red sign. With a red sign you can summon anybody that is your level or lower(even level one).

Most DMB builds that want either the brass set or SLB opt to obtain them on NG then join the covenant on NG+. (or ++ if you want two casts of SLB) The reason for this is that even if you go to NG++++++ you keep your covenant rank if you never kill Gwindolyn, so get everything you want out of him before joining
