DEX will do nothing for that Fire Iaito, it also won't help you cast Heavy Soul Arrow any faster - it'll still be very slow.

My guy was so mess up tell I found this site . Hes getting on track now .

I would put two points in INT (to increase a little bit the spells damage) and Cap the character at SL90. Also, wich catalist are you using for cast spells?

I would also change the Hawk Ring for the Wolf Ring (0 poise sucks). If you are willing to use this blood shield to block you will need it (or you are using it just to two-hand the Iato and use the shield to get the resistances it offers?). If you are not concerned about poise and are not using the shield for its resistances, then you should take off the shield and focus on rolling (you already can do fast roll). This will make a hand-slot avaible for a catalyst or a pyromancer flame (wich is a good option too).
