I noticed in the covenants section that the Dragon Torso can still be used after leaving the covenant. However, I went to rank 3 after grinding out some scales. Would I lose the extra 10% buff to damage that I got at rank three? I was afraid that it would drop back to 25% if I left the covenant, as opposed to the 35% I had. Does the same apply to the extra range of the "roar"?

Yes both the roar and breath will reset to the default damages when you leave the covenant. If you go to rejoin the cov you will regain some of the boost but it would be as if you only offered 40 scales or so as ranks are cut in half upon leaving.
