If I built a level 50 melee toon with just the minimum 16 strength, and everything else in Vit and End, would a Zwiehander be better at +15, or as a Chaos weapon? I know most people are of the opinion that regular is better, but what about on a character without much in Str or Dex?

Without the scaling stats, regular is not better. Elemental is more powerful at such a level.
