Very unlikey. Players have, very publicly, live streamed or recorded themselves using trainers to cheat. Sometimes doing pretty bad things to others' games, including things like forcing co-op and then killing NPCs, blacksmiths, and bosses when it's normally impossible.
If you look up the sinners in the book of the guilty on PC, nearly all of the top entries are blatant cheaters with impossible stats. Some have even directly altered the level of sin itself. People report these players
all the time, and there is solid evidence of it, and it appears that action is never taken against them.
Altering your framerate is harmless, and probably has more negative effects for the player in terms of PvE (not being able to jump as far, falling through floors after sliding down long ladders are a few examples).
