I found him after entering Lost Izalith then going back to where he sits.

I think you have to summon him for each of the boss fights to continue his quest??

The summoning is not tied to the character progression afaik.
From testing I have found that he moves to new areas when certain triggers are encountered, I never saw him in Izalith until I spoke/triggered him in Anor Londo.

After saving Solaire and defeating the Bed of Chaos I went back to check on him and was still in the shortcut, then I go to Lost Izalith and and comeback to him and he was gone. He is not in sunlight altar either, maybe hes waiting for me at the Kiln.
