The best theory I ever came up with was to rotate the tower. There are cells which can't be reached by the stairs. At least in their current orientation.

Makes sense, but woudln't it be easier to just pu a ladder and a platform?

Ladders and platforms would be easier, but that could be exactly the point. With cells that always have paths to them, if one was to break free they could escape. However, stuck far above the ground, most wouldn't dare even try to climb down since death would be certain.

Seeing as how the Archives also contain the still-functional rotating staircases, it doesn't seem like the Tower-rotating mechanism would be so far-fetched of an idea. Besides, it's fairly obvious that that area of the archives hadn't been used extensively in a long time what with all the crystal growth and the descriptions on the Cell Keys stating that even the Man-Serpents who guard there don't know anything about the location or its purpose. Given that and the reddened/rusty look of the gears, I'm inclined to believe Skare's theory.

But seeing how they aren't linked to anything in particular, i guess the best theory is the rotating tower; would have been so awesome to unlock some areas by rotating it.

There are gears and other stuff below the hidden stairs, leading to the forest. I've thought of it as an maintenance room of sorts and backdoor exit/entrance to the forest. But then, where is the usual entrace, right?

I jumped on them and climbed around a few times and never saw anything different ever. On NG it would have been first time imprisoned and then after I had the key to save Logan. Again
