I do not expect FromSoft to add any of these into the game, but maybe it'll give some people some ideas. Plus, it's nice to think about.
The ultimate goal of members of this covenant is to become a dragon themselves. The general revamp: introduce other dragon powers.
Added covenant powers: Dragon head and Dragon body stones can be obtained from most types of dragons throughout the game and each has special properties. You must be in different covenant ranks to get certain Dragon stones.
Damage from dragon SKILLS is increased dramatically by leveling up through the covenant and scale with level(or possibly has weak scaling with dex, strength, int, and faith)

Dragon form - Resembles the Everlasting Dragon
Dragon Head stone - use the item to turn your head into a dragon and again to breathe fire at the cost of stamina.
Dragon Body stone - use the item to gain a temporary attack boost and emit a force that stuns people. Bare-fist damage is increased.
- Helkite Dragon(Rank 3):
How to obtain stones - In dragon form, go onto the bridge in Undead Burg and the Helkite dragon will breathe fire on you. You won't be damaged and you'll gain the Helkite stones while you're in the fire.
Dragon form - resembles a dragon with red scales and medium sized wings.
Dragon head stone - uses stamina to breathe fire that has a wider but shorter range than the default dragon head stone.
Dragon body stone - Uses stamina to wrap wings around self for 10-15 seconds. User is immobile, and HP increases by 15 per second.
Other skills: Fall damage is negated(like a permanent fall control spell). Roll is replaced by a jump where the user glides along the ground. Increased invincibility frames and travels farther than a standard roll.
- Kalameet(Rank 3):
How to obtain stones - In dragon form, go to the area where you fight it before Gough shoots it's wing out. Kalameet will land in front of you and breathe it's black fire at you. It won't damage you and you'll get the stones while you're in the fire.
Dragon form - resembles a black dragon with a red eye
Dragon head stone - uses stamina to breathe black fire. Window is both narrower and shorter than Helkite and default dragon headstones, but stamina depletion is dramatically lower

Other effects - Roll is replaced with jump-glide, fall damage is negated.
- Priscilla(Rank 2):
How to obtain stones - Drop the Peculiar doll in front of her while in dragon form and she will take it and give you her dragon stones. You won't be able to go back into the Painted World again.
Dragon form - user appears mostly human, but horns on forehead form and the user is dressed in a white furry cloak.
Dragon head stone - Creates a hale storm with the same area of effect as firestorm that does damage to opponents and decreases their movement speed, similar to walking in deep water or the poison swamp in blighttown.
Dragon body stone - After a brief charge up, creates a blastwave of hale that does damage and knocks people back, and also causes a temporary Ring of Fog effect for the user.
Other effects - Bare fist causes bleed for 50%
- Seeth the Scaleless Dragon(Rank 2):
How to obtain stones - Stones are hidden in secret places in the Crystal Caves.
Dragon Form - A white, sleek dragon with large wings and tentacles(?) for legs.
