Oolacile Township is often good at that level, if your connection is good enough to find them.

I found Anor Londo ok at 55 if I used the dragon eye right down the main steps, to lock in the 1v1. But the summon rate will be lower than invading, and also varies wildly depending on day/time. And some of the folks hit your sign out of curiosity and seem to mistakely think you are a friendly, so the "duels" aren't always much to speak of.
