NPC phantoms are never affected by your covenant.
The only phantom whose summoning is affected by your actions is whether you save Solaire from the Sunlight Maggot, and of course freeing Lautrec from his cell.
That and you know, killing Solaire or Lautrec whenever you feel like it, since they have to be alive to lay down a summon sign.
