I'm thinking of having it in the Lower Undead Burg.
Not very popular for PvP as far as I can tell, so we won't get interuppted, it's easy to access, even a fresh file can just jump down there, and it has a pretty open space.

I'll probably make it like SL 80 to be different, it will really limit your stat attunement but won't limit your choices in terms of weapons.
Either that or SL 100.
