Well, the Intelligence weapons are actually really good, I didn't mean anything by it except that most people go with the Moon Horn, MLGS, or the Rapier with their builds...

The 45 dex is really really good to have for casting magic, as you will often outcast others and still have time to roll away. It's true that it isn't THAT much faster, but it is quite noticeable and makes casting so much more effective IMO
