My friend's dad went fishing one time - off a pier - and pelican dive-bombed for his baited hook after he cast and the pelican got hooked. I'll spare you the gory details but that is exactly what the redneck across from us kept yelling, "That's illegal!" over and over.

I'm looking into getting one tomorrow but I think it's around $26 which for me is around 2 weeks worth of food.
