He might not show up if you haven't talked with him when you first see him after the Taurus demon. That might be the reason if you're on NG+ and you didn't talk to him because you already have the soapstone.
I'd suggest resting at the bonfire, opening up the gates to O&S, and heading to the sunlight altar. He should be there gazing at the sun, once you talk to him he might show up at the bonfire at Anor Londo.

I'm on my first NG for this character and I did talk to him at the Undead Burg, even summoned him for the gargoyles just for fun.

Odd, well I'd check by the Sunlight Altar that is guarded by the Hellkite Dragon, that's were you can normally find him. He's located at the opposite end of the room with the gate to the parish.

Huh, guess I'll just do that then. Also, where is Solaire's summon sign for the O&S fight? I can't seem to find it, haven't found it on any of my characters so far actually.

It's in the room with the two giant guards. On the ledge right before the silver knight archer on top of the staircase. The best way to get it is to kill the enemies in the room first before summoning him.

You can summon him in AL without advancing him there, so don't bother going back now, just do it after you get the lordvessel.
It's also possible to leave him back there like that and kill centipede/lost izalith from the front without him going hollow as a result of him not moving.
In a 1st playthrough if you run off immediately after he gives you the soapstone it won't trigger him moving to AL, so it's possible to both get it and leave him there. Also, if you never talk to him in AL he just stays there as well.

Found him, Sunbro was chilling out in the Undead Burg, at the spot where we first meet him. Guess he liked the view a lot.
