These drop pretty commonly from the Pinwheel guys before Nito.
I was farming baby skelies for Humanity and did receive a fair amount using the item ring, the mimic headpiece and like 5-10 humanity. In about 30 minutes, I want to say it was about a 33% drop rate(estimated)
