PvP: 120-125 is where you generally want to be at. Some official Fight Clubs do cap at 120, others even lower still at 80, and if you go higher you won't be allowed to compete.
On a side note, if you built your character properly the Velka's Rapier is a fabulous weapon.

It has a sorcery peramater bonus so I should probably focus on sorcery right?

At the 120-125 level range, you'll have the most success in Kiln of the Fist Flame or strangely enough the Undead Burg, assuming you plan on invading or didn't kill the Taurus Demon

Yes, the Intelligence stat is the stat you'll want to focus on for a Velka's build.

Most people who "duel" go with buck-twenties, but it also depends on where you PvP. Some areas cater to lower levels, like the Catacombs (the golden spot for fun invasions). Forest PvP on the other hand doesn't give a **** about level, so you might as well crank it if you're going there.
