Is this Pyromaniac Samurai build viable for PVE/PVP it looks fun to try

anything past 45 dex does not increase casting speed. With all that dex i would say use a chaos blade or some other high scaling dex weapon, not an elemental.

well, samurais used halberds, pikes and other stuff to fight other than katanas, didnt they?

i would prob take down the dex to 45 and put it into end. Its up to you though, not a major difference. The added end would allow you to be more versatile when it comes to switching up weapon/armor combos though. You might like the winged spear.

My planned samurai has a Scythe as back up, and yes they used them. They also dual wielded a short sword along with the katana, so try a Painting Guardian Sword or another kat in the left hand.
