Your first point of call will be evening up the teams. The Exiled and Stalkers are both big (though how many of the DS are active?) so if one of them is involved it'll probably be them vs. Next you need to pick a way to score them. We used to use points but apparently everyone hates that system so you'll need to figure out something new that takes into account what the involved covs do. You've also got to choose an SL and an area.
So on one hand you can take the easy route and make it a tourney style war or you can try for something harder.

What about a war where we fight over areas of the game and once a covenant has lost all of it's areas, it's disqualified? (with all areas being 'returned' once the war ends) We can do that by areas between bonfires.

the war would be based on the covenants invasion methods or protection methods so it would be full lordran tourny with "hot spots" maybe

Okay so what are the trainers methods of invading people? And the "hot spots" would likely be in no order: the Forest, Burg, Anor Londo, Township (maybe), and the painting, correct?

Best thing you could do is inviting one of the leaders to war and plan how you would do it. The easiest way is through a points system however is difficult to get a fair balance for every covenant participating. Timezones, number of members, activity and method of invading/gaining points are key variables. The simplest solution was to have a points cap for every covenant member however it doesn't seem to be fair for covenants with low number of members/high activity and good timezones (PS3, EU will usually get higher points than XBOX, NA for example).
