you actually only need one indictment. its a permanent thing. why they let you get 99 is because

After one of the patches, an indictment became reusable, before they weren't which is why you can carry more.
Only buy one in the future, unless it feels good carrying around a wad of paper with you

the reason you can hold 99 is so you can drop them for your victims
