No one knows what the level for the new content should be. You can only find out through trial and error.

The Gamesradar test player reccommended a high SL toon he said that his 120 wasnt up to scratch and if you watch him play his toon must be of a high SL for him to wield the Demon Great Hammer and Dragon Greastsword in each hand.

Also I think From are trying to push the 120 SL cap up to perhaps 150?
