Yes, you can buff them. According to the wiki and personal experience.

You can, but why would you want a Raw weapon to begin with? Aside from the trophy side of things, and the obvious savings that you would make in chunks and slabs, that is.

yeah i just looked at some stats and raw are not that good. +15 normal beats max raw........anyone got a T slab ???

Ugh raw has it's place. And it's a fine and dandy place.
Raw is not for the experienced player, it's for the player on their first or second playthrough. You can buff it, it does more damage (but decreased scaling) and can actually help certain builds, such as a STR based character using a Raw long bow, so it gets a C scaling in STR instead of E.
There are uses for Raw, just not large uses, or end game uses.
