Weapons that arc and dead angle are great for dealing with turtles outside of the above mentioned Shotel. Typically for turtles I like to dead angle them with my Murakumo, which ignores their shield and will stunlock them in a hit or two depending on their armor. As for dealing with people who kite, the trick is fast weapons, the issue is just don't let it become known when you are going to strike or you are asking for your agression to be met with a parry, a great way to get kiters is spears. A pike is great for it, as is a Silver Knight Spears, Demon Spear, or Dragonslayer spear.
What stats do you plan on going into?
CMW and DMB are both great options, but they have their flaws. Both are negated by GMB, however most people do not carry this spell on them. As well, for DMB of course you need to be a Darkmoon, I prefer CMW truly, as well you can buff it more than once. That way if they are kiting too much you can just reapply.
As for Pine Resins, the main two I use are Charcoal, and the Poison one. Poison is great for pressuring people as was mentioned above, you can force people to have to fight you, as they would be foolish to use moss mid combat to negate the effect. If they do, punish them. The fire I prefer because of the fact that most wear armor better suited against lightning, but again that will be based more upon an armor issue.
Hidden weapon is actually an interesting one, as you can buff say a Flamberg and come out with them assuming a claymore, and suddenly be met with a bleed effect. You can go out looking like you could have any light weapon, and surprise them with a BSS or Bandit's Knife they had no clue about.
Finally in regards to kiting, force them back. Don't let them go circles, instead gain ground and keep it. You can force them to an edge they just can't get around then you can corner them and force a fight. If they still try to flee punish them with a BS as their back will be an easy target as they try to get out at this distance. As well stunlocking large weapons are great for dealing with Kiters. However most of them cannot be buffed.
