A lot of it was buried in lava. It's most likely that it was for a lot of people, given the the Demon Ruins are part of it. The witch probably set it up after the fire and before she became the Bed of Chaos, though I have a personal alternate theory which is too complex to get into here.

There's a lot of structure visible around the walls of the demons ruins and a dome or 2 I dont think we see inside of. Also gameplay limitations.
